David Pascoe was elected Solicitor for the First Judicial Circuit and took the Oath of Office on January 14th, 2005. The First Circuit is comprised of Orangeburg, Calhoun & Dorchester counties.

Solicitor Pascoe graduated Magna Cum Laude from The Citadel in 1989 and from the University of South Carolina School of Law in 1993. After graduating law school, he went to work as a State Prosecutor with both the Fifth Circuit Solicitor’s Office and Attorney General’s Office. He has successfully tried over two hundred violent crime cases in front of juries across this state. As an assistant solicitor, he was profiled on Court TV for the guilty verdict of Jeffrey Weston, one of this State’s only murder trials where the victim’s body has never been discovered. As Solicitor, he again successfully prosecuted a ‘no-body’ murder case in Orangeburg County securing a murder conviction on Kenneth Cutter. 

In 2014, Solicitor Pascoe was assigned as special prosecutor in a public corruption probe of the General Assembly. He oversaw the investigation and secured convictions and removals of office of five powerful South Carolina General Assembly members including the Speaker of the House, President Pro Tem of the Senate, Chairmen of the House Judiciary, and two former House Majority Leaders.

Solicitor Pascoe implemented a number of programs in his circuit such as the recruitment of churches and organizations to start a Youth Mentor Program. This program is the first of its kind in the First Circuit to target juvenile crime by linking the judicial system with the local faith community. It was recognized not long after implementation by the South Carolina Department of Juvenile Justice as the Diversion Program of the year.
